You might have to do it in pieces. For instance, if the tear drop shape is symmetrical model that as a full shape and shell it, then add back in the bottom neck piece and internal structure

I don't know of any standard call outs for that.
I would make the assumption it has to be done before bending though if nothing was specified since it's very hard to put a hole in unless it was being machined after, but that's uncommon on a sheet metal part.

Sub assemblies make it easier to turn things off (either hide/show or suppress/un-suppress) to make working on a large assembly more manageable to work on.

When I do something like that I create a plane in the part or assembly and align the section sketch line to the plane.
If you expand the tree in the drawing view you can select it to make your sketch line collinear.

I am thinking you want concentric mates and not coincident ones. Lock in your pins with CONCENTRIC mates to connect the segments and the path mate to move one segment around the curve, the other one should follow.
