Create a concentric mates between holes

i want to create a concentric mate between the holes in given picture but i can not do please guide

are you selecting edges or faces when you select mate entities?

try faces or hole axes instead of edges. especially in your case, one side of the mate is a non circular edge which center cannot be calculated.
