Hiding cosmetic threads changes drafting callout.

If I select to show cosmetic threads, my drafting hole callout looks like this.

But if I change the features to show the tap drill diameter without cosmetic threads, it changes to this.

Am I doing something wrong, or is this one of those solidworks things.

Not sure if I set the same type:
Straight Tap, ANSI Inch, Bottoming Tapped Hole, 3/8-16

I will check my hole callout file to see if something in there is different between the two.
