Rotary Speed Limiter in motion analysis

I would like to include a rotary speed limiter in my motion analysis but could not really figure how to...
Rotary speed limiter example:

My current thought is to model the rotary damper as linear damper with some curve fitting to define the torque-speed profile (the linear profile -Cxn), but i am wondering is there a better way?
