driven dimension color

we use black dimensions, but sometimes is better to see at glance if a dimension is set to driven.
So we tried to set the color for that kind of dimension in blue.
everything works as expected until we loaded some old 2d drawing and a lot of dimensions turned out blue.
if deleted and remade all the dimensions come out black.
model item as well as smart dImension.

the 3d has a few blue dimensions and there is no reason (bug aside) to have them blue instead of black inside the drawing.

recent files made with our new templates do not exhibit this odd behavior with both 2022 and 2023
